The older, philosophical meaning of "begging the question" is "assuming the conclusion in a premise". However, the purpose of language is communication. If most people now understand "begs the question" to mean "raises the question," I don’t think we need to insist that the philosophical meaning is the only correct one. Effective communication depends on shared understanding, and when a phrase takes on a widely recognized meaning, that meaning becomes functionally correct. | Critikid
