一般に排出枠は、事前に決められた規則に基づいて、制度対象となる事業者に無償または有償で割り当てられる。GX-ETSでは、当面、全量を無償で割り当てる。有償割当、すなわち排出枠の政府オークションを行わない。事業者にとって、排出枠、特に無償枠の割当方法は大きな関心事である。このため、以下では無償割当の規則について述べる。
